KTTS believes that Active Shooter/Hostile Event Response (ASHER) competency is obtainable through four foundational cornerstones. Those cornerstones are Mission Command Philosophy, Tactical, Operational, and Training Management Doctrine. These four principles form what we phrase as ASHER Doctrine. Through clearly stated mission tasks, reinforced by the command’s communicated intent, officer disciplined initiative and prudent risk taking is facilitated. Followed by tactics built to address the ASHER Mission in US domestic form, and Complex Coordinated Terror Attacks, to include commonality with day-to-day patrol tactics, we’ve developed a full spectrum strategy to law enforcement tactical doctrine. In order to employ tactics successfully, we must be able to organize in manageable elements, subtask those elements, and employ them, according to available personnel, equipment, and logistics. This is called Operational Doctrine. We assist in building operational literacy to better command major incidents. Finally, we advocate training management that is doctrinally credible and proven. We provide frequency in training techniques that are cost effective and builds leaders and cohesion.
